This report, the second annual report from the Climate Policy Monitor, is a detailed survey of 37 countries’ climate-related laws and regulations, including the entire G20. Since the start of 2025 the Trump Administration has backtracked on climate policies in the US, but the report finds that new and stronger policies have emerged around the world, particularly in Asia and emerging markets. On balance, climate policies have become more robust over the last year, but they are still not enough to close the gap between targets and actions.
The Climate Policy Monitor evaluates national regulations in six key areas:
- Carbon credits
- Public procurement
- Transition planning
- Methane
- Climate-related disclosure
- Green prudential rules
